Lottery explicitly relies on the bulk of its revenues from impulse by the most economically disadvantaged neighborhoods at the taciturn counter of a liquor or convenience store. It has been universally deemed to be a straight-up regressive tax on the poor. It primarily, if not exclusively, targets and derives most its revenue from local residents in ZIP codes saddled with the greatest economic stressors. It sailed through the Nevada Legislature.
